The Department of Health Care Services (DHCS) issued All Plan Letter (APL) 23-013 regarding Mandatory Signatories to the California Health and Human Services Agency Data Exchange Framework.
Mandatory Signatories to the California Health and Human Services Agency Data Exchange Framework and Assembly Bill 133 (AB133), which requires the California Health and Human Services Agency (CalHHS) to develop a data exchange framework that includes a single statewide data sharing agreement and common set of policies and procedures to govern the exchange of health information among health care entities and government agencies.
This framework will enable and require real-time access to and exchange of health information among providers and payers directly between each other and through qualified data exchange networks. The framework will be aligned with other state and federal data exchange standards and requirements.

To comply with the Data Exchange Framework regulations, general acute care hospitals, physician organizations, skilled nursing facilities, clinical laboratories, and acute psychiatric hospitals must have registered and attested to the Agreement prior
to January 31st, 2023.
