Randal M. Smith Turning Mountains of Complex Data into Useful Information to Better Serve HPSJ Members

(French Camp, CA) – Health Plan of San Joaquin (HPSJ) has announced that Randal M. Smith, has joined HPSJ as director of business intelligence, a new position for the growing, not-for-profit managed care public health plan with annual revenues of almost $1 Billion.  Smith, who has over 20 years as a leader in healthcare technology, specializes in helping healthcare providers leverage vast amounts of data, toward improved service and care delivery.

“As opportunities for greater access to quality health care continue to flow from the Affordable Care Act,” Smith said, “it is important to efficiently gather mountains of data, in timely ways, and then translate these statistics into clear information that can illustrate for us how we are doing, and where opportunities exist in HPSJ’s interest to improve the experience for our members and providers.”

Note to Editors: HPSJ currently has over 337,000 members in its two-county service area; nearly one-third of San Joaquin County residents, and over one-in-four Stanislaus County residents.

“HPSJ’s information technology department helps our complex systems run smoothly and securely, so that we can deliver innovative solutions to keep our staff, members, providers and community partners connected,” said HPSJ Chief Information Officer Cheron Vail, PhD. “Randy has devoted his career to translating just this kind of data rich environment into truly useful information that will let us understand and leverage our limited resources for best service to our members,” she added.

Most recently Smith was senior consultant/owner at Integrated Health IT (San Francisco) where his insights into the healthcare landscape, and extensive experiences designing and managing large system implementation and day-to-day business integration, helped some of the largest health plans in the region.  Previously he was IT director in San Francisco at On Lok, the innovative, nationally recognized health not-for-profit for seniors, and he was at Kaiser Permanente (Oakland) as a director in the information management department.

Smith received his bachelor of science degree in business from University of Phoenix.
