The Health and Human Services (HHS) Federal Poverty Guidelines (FPG) are used to determine the financial eligibility for the Every Woman Counts (EWC) Program. To qualify for breast and cervical cancer screening services, recipients must have a family/household income at or below 200 percent of the Health and Human Services (HHS) federal poverty guideline. These guidelines are effective from April 1, 2025, through March 31, 2026.

Providers should note the following:

  • A family/household is a group of two or more persons who are related by birth, marriage or adoption and who live together.
  • Monthly “gross household income” means the sum of incomes (before taxes and other deductions) of the person(s) in the family/household living in the household from sources identified by the U.S. Census Bureau. Monthly gross income for migrant farm workers and other seasonally employed persons may be computed by averaging gross income received.
  • The poverty guidelines are updated periodically in the Federal Register by the U.S. Department of Health and Human Services under the authority of Title 42 of the United States Codes section 9902(2). The EWC Program income eligibility guidelines are updated accordingly based on the HHS FPG.
