Health Plan of San Joaquin (HPSJ) chief joins California Association Board with focus on health systems quality improvements

Chief joins California Association Board Amy Shin HPSJ's CEO(French Camp, CA) – Health Plan of San Joaquin (HPSJ) CEO Amy Shin has joined the board of the Oakland-based California Health Care Safety Net Institute (SNI), the research and quality improvement affiliate of the California Association of Public Hospitals and Health Systems (CAPH). As CAPH’s quality improvement partner, SNI designs and directs programs that accelerate the spread of innovative practices among California’s public hospitals, public clinics and beyond.

Shin, whose Health Plan of San Joaquin is a member of CAPH, said she is eager to contribute her service to the SNI board “because our work on behalf of the diverse communities of San Joaquin and Stanislaus counties mirrors SNI’s mission to make sure more people – especially those most affected by health disparities – receive effective, efficient and respectful health care regardless of their ability to pay.”

Health Plan of San Joaquin (HPSJ), a not-for-profit health plan, has been serving members and the community since 1996. Located in the heart of the Central Valley, HPSJ is the leading Medi-Cal Managed Care provider in San Joaquin and Stanislaus counties. HPSJ offers a broad network of providers and works closely with physicians to develop programs and services to ensure quality health care for 300,000 members. With a staff of close to 300 employees, HPSJ strives to improve healthcare delivery for underserved families and individuals.

In May, Shin celebrates her second anniversary as CEO of Health Plan of San Joaquin. Under her leadership, HPSJ’s membership has grown by over 50 percent.

Shin has 20 years of progressive Medicare, Medicaid and commercial managed care leadership experience, with an emphasis on strategic planning, policy development and program implementation. Shin has demonstrated leadership, research and analysis, financing, and program implementation and evaluation expertise. At San Francisco-based On Lok Lifeways® – the founder of the now nationwide PACE (Program of All Inclusive Care for the Elderly) – as the Chief Administrative Officer, Shin grew enrollment by 20 percent, implemented an integrated medical and long-term care electronic medical record initiative, developed a new product line – a Medicare Advantage Dual Eligible Special Needs Plan, and implemented Medicare Part D.

Shin, who has a Pharm.D. from the University of Southern California, also serves on these nonprofits boards as part of her commitment to community betterment:

  • San Joaquin Community Health Information Exchange (SJCHIE)
  • Community Health Leadership Council
  • San Joaquin County Business Council
  • Cal Alumni Association (UC Berkeley)

ABOUT CALIFORNIA HEALTH CARE SAFETY NET INSTITUTE (SNI)
SNI is the quality improvement affiliate of CAPH (California Association of Public Hospitals and Health Systems). Established in 1999, SNI helps CAPH’s 21 public health care systems enhance patient care and efficiency by designing and directing grant-funded initiatives and connecting improvement teams with critical partners and resources. These CAPH public health care systems provide essential care to millions of Californians, but they do so with extremely limited funds and lean staffing. SNI offers CAPH members needed support to develop innovative strategies, share best practices, and obtain expertise and peer support. This support helps enable them to achieve their potential as integrated delivery systems that can better manage and coordinate patient care.
