On January 6, 2026, the Department of Health Care Services (DHCS) launched Proposition 36: Community-Based Substance Use Treatment Expansion initiative. Assembly Bill 102 (Budget Act of 2024) provides one-time funding to help counties build infrastructure for assessments, court coordination, and treatment services.
DHCS has partnered with Sierra Health Foundation: Center for Health Program Management (The Center) as the administrative entity to manage contracting, disbursement, and technical assistance. This Request for information (RFI) is the primary mechanism for counties to confirm participation and provide essential data for contract execution and funding distribution. The RFI includes the county allocation table (Appendix A) and detailed submission instructions.
Priority Response Deadline: February 27, 2026.
