COVID Outreach Campaign Launched by Health Plan of San Joaquin –
“Step Up! Help Restore Our Communities”

(French Camp, CA) – With the pandemic and resulting societal challenges, Health Plan of San Joaquin (HPSJ) has announced it has continued its community communication initiatives and in August launched the multi-media campaign Step Up! Help Restore Our Communities. Scheduled to continue into September, this more aggressive educational campaign keeps up with current events, while continuing to leverage public health and community organization efforts to promote safe behaviors.

To benefit both HPSJ members and their wider community, the message – in English and Spanish – is direct and clear: Practice these three habits and we can begin to safely reopen. 

Step up!

  1. Wear a face cover whenever you are out
  2. Wash your hands, a lot
  3. Keep 6 feet apart from all you do not live with

“We focus this campaign geographically, in specific zip codes, where we know we can reach our members and their neighborhoods throughout San Joaquin and Stanislaus counties,” said HPSJ CEO Michael Schrader. 

Schrader added: “With our long-practiced habits of local collaboration, we have engaged community partners in these areas as both messaging multipliers and – as a practical matter – to distribute HPSJ-branded face coverings.” 

Following are the primary Step Up! elements.

  • Billboards –
    • 13 boards for Step Up San Joaquin! have been placed in target areas plus surrounding cities (See attached Billboard Locations PDF, to find out where in South Stockton, Lodi, Tracy, Manteca, North Stockton, and Manteca)
    • 14 boards for Step Up Stanislaus! are in areas where many HPSJ members reside (See attached Billboard Locations PDF to find them in Modesto, Turlock and adjacent neighborhoods)
  • Transit – Exterior advertising now is featured on six buses serving key zip coded areas of Stanislaus County. Note: Routes served by San Joaquin County buses were not available in time for this campaign.
  • Masks and Tool Kits – Affordable face covers can be a challenge for many. Because this presents a community-wide risk, including for HPSJ members, and hinders safe reopening including medical practices, the plan has invested in this personal PPE.  Health Plan of San Joaquin has enlisted over 70 organizations in San Joaquin and Stanislaus counties – from churches, and schools, to senior centers, mom-&-pop groceries, food banks, subsidized housing, many CBO (community-based organization) partners, and HPSJ providers – to distribute HPSJ-branded face masks and informational tool kits to their constituents and customers. HPSJ employees, most of whom live locally, are each receiving a branded mask and tool kit with educational materials. These are being mailed to them for their own continuing safety and to support their efforts as public health and safety role models while most continue to work remotely.

  • Social Media – Step Up! posts are appearing in an ongoing series, via platforms that include Instagram, Facebook, Twitter, and LinkedIn.
  • Radio and SPOTIFY Audio Streaming – HPSJ is running a set of spots that target 18-40-year-olds and appeal to English/Spanish audiences that are low-to-mid-income. HPSJ Outreach staff who are bi-lingual continue to appear on local public interest radio programs to promote Covid safety and answer questions.
