As part of California’s Mental Health for All Initiative, the Department of Health Care Access and Information (HCAI) is launching two new programs to strengthen the behavioral health workforce, particularly in Medi-Cal settings where access to care is most urgent. Through a loan repayment program and a grant program to support medical residents, California is building a stronger and more equitable behavioral health system.

  • Medi-Cal Behavioral Health Student Loan Repayment Program
    • HCAI is offering this Medi-Cal Behavioral Health Student Loan Repayment Program (MBH-SLRP) as part of the Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) Workforce Initiative. The program is committed to expanding access to critical mental health and substance use disorder services across California.
    • The goal for the MBH-SLRP is to reduce educational debt for behavioral health professionals who commit to serving Medi-Cal members and underserved communities. Eligible behavioral health practitioners can receive up to $240,000 in loan repayment with commitment to a multi-year service obligation.

  • Medi-Cal Behavioral Health Residency Training Program
    • HCAI is offering the Medi-Cal Behavioral Health Residency Training Program (MBH-RTP) as part of the Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) Workforce Initiative. The goal of the MBH-RTP is to increase the availability of General Psychiatrists, Child and Adolescent Psychiatrists, Addiction Psychiatrists and Addiction Medicine Physicians that are trained and serve in Medi-Cal safety net settings.

Application Cycle: OPEN and must be submitted by 3:00 p.m., August 15, 2025.
