Health Plan Raises Concerns Over Federal Changes Affecting the Medi-Cal Program

(French Camp, CA) – Health Plan of San Joaquin/Mountain Valley Health Plan (Health Plan), the not-for-profit, local Medi-Cal managed care plan serving over 400,000 members in San Joaquin, Stanislaus, El Dorado, and Alpine Counties, is raising serious concerns about recently enacted federal legislation, H.R. 1 – the 2025 budget reconciliation bill – signed into law on July 4th.

This federal legislation includes significant reforms and funding reductions to the Medi-Cal program, which provides essential coverage to more than one in three Californians. These changes could directly affect thousands of low-income individuals and families across Health Plan’s service area, many of whom are at risk of losing coverage due to new administrative barriers and increased healthcare costs.

Recent Medi-Cal reforms and funding reductions also threaten the stability of community health clinics, rural hospitals, and other safety-net healthcare providers who care for our most vulnerable populations. Many of these providers already operate under financial strain, and further funding constraints could jeopardize their ability to continue delivering care to those who need it most.
