CHILD Training Materials for Child Screening Certification
Under Senate Bill 184, the California Department of Health Care Services (DHCS) phased out the Child Health and Disability Prevention (CHDP) program and transitioned services to other delivery systems effective July 1, 2024. This transition simplified and streamlined the delivery of services to children and youth under the age of 21 in alignment with the goals of the California Advancing and Innovating Medi-Cal (CalAIM) initiative. This change will bring more efficient and effective healthcare for our young beneficiaries.
Effective July 1, 2024:
- Managed care plans should ensure that ongoing provider training on well-child preventive care screenings outlined below are conducted:
- Vision Screening
- Audiometric Screening
- Anthropometric Screening
- Topical Fluoride application
- Managed care plans shall conduct the facility site and medical record reviews (FSR/MRRs) of former CHDP program providers who are also primary care providers seeing Medi-Cal members during their periodic Managed Care Facility Site Reviews (FSRs)/Medical Record Reviews (MRRs).
- The CHDP training Program is now known as the Comprehensive Health Interventions for Lifelong Development or CHILD training Program.
Provider Trainings and Medical Record Documentation
To ensure providers’ compliance with required provider training and medical record documentation on well-child preventive care screenings, we developed/compiled the following provider resources:

- Description: Training videos and PowerPoint materials developed by all Managed Care Plans (MCPs) collaboration reflecting the collective efforts and contributions of all MCPs in the State. The materials are intended for provider and other clinical staff training on:
- Anthropometric measurement
- Vision Screening
- Audiometric Screening
- Fluoride varnish Application

- A completed competency checklist for each of the screenings above, signed by the Provider or designated personnel, is required by HPSJ/MVHP for certification.

- Description: Attestation forms that providers and other office clinical staff should use as evidence of training completion for the well child preventive care screenings. DHCS requires that these training modules be completed every four years.

- Description: Age- specific health assessment forms providers may use during well visits as references or documentation pieces for preventive care screenings and risk assessments. This resource will be reviewed and updated based on new DHCS requirements. Please check routinely for the most updated version.

Medi-Cal Managed Care for FSR and MRRs
DHCS requires managed care plans to conduct initial and subsequent facility and medical record reviews of primary care provider sites to ensure all contracted PCP sites have sufficient capacity to provide appropriate primary healthcare services and can maintain patient safety standards and practices. During the facility site reviews, reviewers shall assess staff competencies on well-child preventive care screenings as part of the CHDP program transition to ensure screenings are done appropriately. HPSJ/MVHP offers the FSR MRR Preparation Checklist through Facility Site Reviews – HPSJ/MVHP, for more information on how your clinic can successfully complete managed care reviews.
