Subject: Upcoming HHS-OIG Survey to Primary Care Clinicians
Business: Medi-Cal Managed Care

The Department of Health Care Services (DHCS) has informed HPSJ of a Medi-Cal survey on a rolling basis beginning January 9, 2023. The Office of Evaluation and Inspections, a component of the Office of Inspector General (OIG) for the U.S. Department of Health and Human Services (HHS), is conducting a study on challenges faced by primary care clinicians related to intimate partner violence (IPV) screening and referrals. HHS-OIG will launch an IPV survey that is invitation only. The target audience is primary care clinicians who treated Medi-Cal members who were 18 years of age or older. The survey will focus on clinicians’ IPV screening and referral practices, the challenges they encounter related to these services, and potential measures that might improve the screening for IPV. The survey is voluntary, and responses will be anonymous. Responses will be aggregated and will be used to help make recommendations to address the screening of patients experiencing IPV.

Please note that DHCS requires providers to adhere to the most current recommendations from the United States Preventive Services Task Force (USPSTF) grades A and B that is on the DHCS’ All Plan Letter 22-017 PRIMARY CARE PROVIDER SITE REVIEWS: FACILITY SITE REVIEW AND MEDICAL RECORD REVIEW, https://www.dhcs.ca.gov/formsandpubs/Documents/MMCDAPLsandPolicyLetters/APL2022/APL22-017.pdf, a review of provider IPV screening is incorporated into DHCS’ most recent Facility Site Review (FSR) and Medical Record Review (MRR) requirements, see Medical Record Review Standards, https://www.dhcs.ca.gov/formsandpubs/Documents/MMCDAPLsandPolicyLetters/APL2022/APL22-017-MRR-Standards.pdf. Medi-Cal provider input will assist the HSS in gaining greater understanding of existing barriers and examine opportunities for improvement and best practices.
